I lost my verizon phone, what should I do?

I have a few questions one what I need to do. Now, If I report my old phone (which was free) as lost, and I don't have insurance, will I get charged?

Also, I have a used phone from a friend, and I was wondering if I just do the *228 thing on it, and it'll all be set.
