I lost my iPhone 3GS. Did I also lose the apps I downloaded onto the phone?

I lost my iPhone 3GS after having it for almost 2 years. During that time I downloaded many apps using my credit in my Itunes account. I never moved my apps from my phone to the computer. Is there any way to download those apps again onto my new phone and SIM card?
 
You should be able to download them again for free, go to your iTunes and download that exact app again, a message will tell you that you have already bought that. You can download them again to anew iPhone or iPod, just use the same account.

They are gone sorry. That is why you are supposed to sync. Sorry :(
Maybe you can contact Apple actually! They might be able to confirm those purchases and somehow allow you to get the stuff
