I lost 2 passports in the past 7 years..can I get a new one?

I moved about 8 months ago and today decided to reorganize all of my important papers such as birth cert, ss card, passport, paystubs, etc. when I came to the realization that my passport was nowhere to be found. I have no idea where it could be and have spoken with my former roommates and they haven't got a clue where it could be either. I freaked out because this is the SECOND passport which I have lost since I first obtained one in 2004. The first was stolen along with my purse after using my passport as ID because my wallet was stolen before that. (Curse you city living.) I desperately want to travel again but am afraid I am going to come off as some sort of shady character who keeps losing passports. I know I now have to report it stolen but I am wondering if anyone has else had this type of experience?? Someone told me that you're only allowed 3 in a lifetime. That can't be true...is it?? I have family outside of the U.S. and I am only 25 so I am freaking. Thanks for reading.
