I Just recently purchased a dual sport/enduro do i have an electrical problem.?

The tail light works but it doesn't get brighter when i apply the brakes also with my blinkers. when i turn one on the light just comes on. it doesn't blink. im wondering how i can fix these my buddy who knows a lot more about this stuff than me. he said its just the filaments. i wanna fix this asap cause the weather is warming up. any help will be greatly appreciated
