It is simply an electronic way of reading the VIN.

A hand held scanner can read it much faster and more accurately. It uses the same technology as a price scanner in a retail store.

I've seen it used a lot with rental cars. Not saying yours is a former rental but you may want to read that Carfax report again. Hondas are rarely used as rental cars.
 
it came with a bar code tab but the dealership i bought it from did not know what its used for. Can anyone help me on this? Any Honda Accord owners that have this too?
