i just had my dodge ram 1500 truck smogged and it failed the NO (ppm) on the smog test.?

i just had my dodge ram 1500 truck smogged and it failed the NO (ppm) on the smog test. everything else passed with flying colors. the smog technician told me it could be the cat converter. i ran codes on the truck and i came up with p0138 bank 1 sensor 2 right behind the cat converter. i pulled out the sensor and noticed that it is burned up looking. i really don't think the cat converter is bad. could this possibly cause me to fail the smog? thanks for your help
