I just bought new fish but they all stay still?!?!?

Well, as u know I bough new fish: 33 neon ones (I can't think of its real name but I'm sure that the name had neon in it, they are little tiny fishes that kinda glow.) and 4 clown "louches"??I'm guessing. Well firstly the clown ones keep hiding in weird places like places where u can't see them properly and it looks like they are stuck there or something. It freaks me out. 3 of them stay still and hid and never come out the other one just swims around normally, like how I want it to. Now the neons, I have this big bridge thing that's in my fish tank. Under it is where alll he neons stay, they just wiggle their bodies their. I don't get what's wrong with these fish! They are so weird! Is there something wrong with them? Are they making love? Just to tell u the water is fine, cause I've put all of the water conditioner and al of that in there and the heater works fine. The temperature i exactly how it's supposed to be. I'm thinking my fish are sick or something like that. Pleeease heeelpp meeee!!??
