The owner took the plates off because it's New York law (according to the title) that he remove the plates when he sells the car. Can I legally drive this car in Caliifornia with the bill of sale? I have insurance, but DMV was closed today (California's broke) and it won't be open until Monday, so I can't register the car until then.
