I have yahoo classic. I want to have chat like I did with the NEW yahoo mail.?

I want to have chat on my classic yahoo like I had on my NEW yahoo mail. It says to enable click on Chat/mobile text under folders. However, there is nothing there. How do I set it up?
 
It seems that it is being phased in and not everyone has it yet.
