I have two bicycle questions?

I'm from a small town that was extremely bike friendly. There were bike lanes essentially everywhere and tons of other bikers. I moved 2000 miles away to Woodstock, IL and I want to take up bike riding again, but I have some questions...

1) What streets are legal to ride on when there is no bike lane? I haven't seen a single bike lane here and only one or two people riding bikes. A lot of the roads are called "Route #" here. Are these safe to ride on, or is it like a highway?

2) This is something that has always confused me. When a right-turn lane appears, should I stay to the right of the entire road, or should I cut across the right-turn lane to stay in the straight-through lane? Either way, I have to watch out for cars trying to run me over, but it's easier when they actually know to watch out for me...

Anyway, I read the Illinois bike safety laws, but they were mostly obvious things that didn't deal with the details. Thanks for any help!
