I have to go to court in october. Enforcement has been?

Enforcement has been brought by attorney general they subpoena me in may I showed up and he didn't because they couldn't served him. So they reschedule it in october and I don't think they are going to serve us this time. But isn't going to show up because he owes 21000.00. He's moved as well. Do I have to show up.. If they subpoena me will I get a warrant?
Yes I wrote this fast he owes me I dont owe him anything--Court system is ridiculous!
