I have this great video game idea for 360 but I can't make it myself, help?

Ok I need to know either the software the use to create 3D games such as oblivion, or call of duty. If there isn't any really helpful software to make a game like that how do I submit it as an idea and where do I because my friends really like the idea and I think it would make a killing for people that are twilight fans and fans of any vampire and werewolf books. Any help on any of this??? I'd like to have my help soon.
 
lmao you cant make them yourself they use the unreal 3 engine and it costs hundreds of thousands of dollars to buy from epic. you can use a free engine im sure they are around but not nearly as good obviously. i guess you could email your idea to a company but thats bout you greatest chance
