Two stroke engines don't have an oil reservoir. The oil to lubricate the engine is mixed into the fuel.

As to is it normal for the bike to shut down on stops, the answer is no. It could be a problem with the carburetor or idle speed.

I just bought a 99 Suziki rm250 2 stroke, My question is how do i check the oil. should there be a dip stick somewere? is it normal for the bike to turn off everytime i come to a complete stop?

there should be an oil site glass located on the right side of the engine slightly above the right foot peg... the oil level should be about half way to three quarters the way up the site glass... this oil is for the clutch ... an RM is a two stroke as previously stated and the top / bottom end is oiled via the premix oil you mix with the gas in the tank...

no dipstick, just the site glass...

no, the bike shutting down at a complete stop unless you don't pull the clutch lever in... the bike should idle while not touching the throttle either in nuetral or with the clutch pulled in... if it dies, you need to adjust the idle on the carb... maybe the carb is gummed up or the needle is not set properly... get a shop manual to adjust / clean properly until you get the knack of doing on your own...
