I have small white cysts on the inner rim of my eyelids- what are they?

There are tiny white cysts(bumps) that form on the inner rim of both my eyes- both upper as well as lower lids. They keep coming & going every few days & I wonder what they are. They are so tiny & relatively painless that I don't notice them until I'm putting on eye-makeup or my partner points those out to me. But I still don't like having them there. It seems like I have at least one any given day if not more. I went to a doctor and he claimed that it was 'blepharitis' and he asked me to clean the inner as well as outer side of my lids everyday with this particular solution, which I did, but it didn't help much. He also said "Since they weren't painful, I probably shouldn't worry about them." I don't know if his diagnosis was correct but I have since googled blepharitis & it doesn't seem to be the same thing.

Any help on what this is/ how to cure/treat this would be great.

I have had stye in the past & that is completely different, these little bumps are about 1/20th the size of an average stye & there is no puss or inflamation. They are just neat little white cysts that form overnight & disappear overnight.

I guess it could be an allergy & I have tried chaging the eyeliner in the past & they did disappear, but I get them whenever I use my fav eyeliner, that sucks, & now I wanna know what they are.
