i have rogers cable and my modem lights keep blinking?

ok my power and cable stay lit so thats good pc blinks but that refeshes to make sure its fine but send and receve keep flashing well mostly receve send flashes once in a wile help me im canadian and im with rogers they say its normal but when my pc is off and i reset it it dose not do it only when i turn pc on and sometimes it dosent do what i axplaind how it dose sometimes when pcs on
