I have just bought a Honda cm 450 custom it starts easy seems to run good

but has no power? it will run up to 50 mph. but up a slight grade it slows till I have to down shift or stall, changed plugs no help, thinking next a compression check and maybe carburetor kits but don't want to spend un necessary money, do you have any suggestions what to do next.
 
First check the valve clearance.Then do a compression test.I don't know what year it is but if it has points check and replace them if necessary.Check the air filter then remove and clean the carbs.
