...should i call the police? i have purchased the phone from the owner, and after a month of usage i have found it has been barred/blocked

i think i can still sell it for 200
would it be stupid if i report it to the police, i dont want to lose the other 200 pound if they are not goin to arrest that guy or unbarr my phone
