i have another question about my dodge?

someone told me today if my bottom radiator hose stays cold and the top one gets real hot that it needs a water pump its a 94' dodge ram 1500 the hoses was sucking shut before this started when i turned the truck off
 
I have never heard of such a condition,but it sounds like it definitely could use a new water pump and change your thermostat.You should be able to run water through from the top of the pump to the bottom.
