i have and 1989 toyota 4runner and i cant get the headlight switch out?

hey i have an 89 toyota 4runner and im replacing the headlight switch ive took out all the screws and stuff but i can get it out i even took off the streering wheel and also 4 sum reason my headlight work on dim and but no on high beams the high beams work when i pull the switch back
