I have an unexplained noise in my 2003 chevy malibu.?

My turn signal lights seem to be in working order, but my car is making a noise like at turn signal light is out. It stops when I turn off my ignition, but it starts up randomly when I'm going down the road. Is this something I can fix?
 
Possible defective blower motor relay.Turn off the heater/a/c and see if the noise stops.
