I was thinking that the story would have basically and Inca-style setting. It would take place mainly in a place like Macchu Picchu. It would fit historical context to a good extent, but there is a twist. They use of what we call magical practice is illegal, banned by the emperor (because control of nature by humans would be offensive to the gods).
The main character would be the prince (son of emperor), who respects the laws. But then he finds out that he was born with magical abilities related to the sun (who the incas where descended from).
When his family starts figuring out about his magic, he is forced to leave the imperial city, and take refuge with a dark sorceress who is a public enemy. He falls in love with her daughter, but then his sister finds him, and is conflicted whether or not to tell the emperor and empress. This is all going on during wartime.
