I have an 86 Ford LTD/Crown Vic with a 5.0L. It wont idle.?

The car runs rough and dies unless I hold the pedal slightly. I gave it a tune up (plugs, cap and rotor) still no help. Otherwise it runs great and gets 24MPG Hwy. It has 117,000 miles. Any ideas is appreciated
