I have an 2003 Buick Regal GSX, but the boost seems to be wrong?

I know a regular Buick Regal GS can put about 7 pounds of boost. My Stage 3 performance pack on my GSX should have it doing at least 12 or 13 pounds of boost, but I am only seeing around 9. What's the problem here?
