I have a stock 88 Honda Prelude, what are mods/changes I make to make it faster,

With the year of the car and I'm sure high mileage. You should first look into suspension. It will make the car MUCH more fun to drive, and change the entire way it handles. Than if you still want more after that look into an engine swap.
 
yet legal for a P plater? E.g. no turbos.

The car is completely stock except already has new tyres / rims, and exhaust.
EDIT: the cars engines has been replaced with one with lower mileage, and suspension has also been done, forgot to mention :S
