When walking your dog in the park or field then it can come off a lead, regarding it is friendly. As it is a puppy, socialise with other dogs at every opertunity you can, atleast once a day, with every kind of dog (as long as the owners don't mind) only because Staffies are fighting dogs and if not socialised with other dogs will become dog aggressive, therefore you will have to keep it on a lead with a muzzle on, but I'm sure you know this!
While on the streets, roads, shops ect it will need to be on a lead, as it is a law for all dogs to where a lead and collar.
Other than that, if your dog is a friendly little dog, with no aggresion is will be fine
