but I no longer reside in NY? I have a ticket that I got in New York State going 30 miles over the limit, while I was a NYS resident. This requires me to get a Driver Responsibility Assessment. However, I am no longer a NYS resident (I am officially a resident of DC). Out-of-state drivers are not subject to the NYS Driver Responsibility Assessment, no? How can I pay the ticket but not the driver responsibility assessment if they think I'm still a NYS resident?
