I have a sick puppy and I don't know what to do?

She's a 4-month old chihuahua, just about.
And recently she stopped eating for some reason [which is odd cuz she usually gorged herself on whatever food she can find.]
Now she's refusing to eat, not wanting to take any water. She's looking scrawny now, and this is scaring me. Now she's becoming lethargic and slow in her movements. Whenever she walks, it shows she's not usually as energetic and happy-go-lucky.
Now she walks slowly, at one time even passing out while doing so.
And every night now, she frequently vomits.
I honestly don't know what to do. And my mom refuses to take her to the vet. :/
I recently fed her a lemon, as my friend said once - it helped with another pup when he was near death. But this time it doesn't seem to be so effective on her. :(
Please help me, please... I don't wanna lose another puppy in such a short time..
Just so you know, my mom refuses to because we are quite literally broke; we can't afford anything at all whatsoever, therefore we'd be denied service if we take her to the vet.
So don't judge me as a cruel person as I see what goes on in the world, please...
No, none of my pups have died of sickness, as far as I know; we lost one last month in a car accident.
Let me get this straight, people.
My mom can't afford anything for anything, she can't even afford her own healthcare. Why? We have no money, not even welfare, and because of this, we'd been denied several things - without a doubt, any vet will do just that: deny to take care of my puppy.
My first puppy did not die; he was actually even worse than she is now, he was literally on the verge of death; and by giving him lemons here and there, he recovered just weeks before he was adopted. That's why I was hoping this can work for her to.
As for the puppy that did die, he got in an accident last month, not sickness or any of that - a car killed him.
The one I have now is the one we have left. And I wouldn't consider it abuse or illegal for not coming up with enough money to afford the vet. Not my fault, or my mother's, that the government refuses to give her welfare.
