I have a Samsung Helio Fin cell phone. How do I block incoming calls?

Hello!
I have a Samsung Helio Fin cell phone. I would like to block one person from calling me. Can someone please tell me how I can do this?

I tested it out by blocking my home phone but the call still goes through... What am i doing wrong? Please help!!

I went to Settings --> Call--> Call Block--> entered my password --> Blocked List--> and entered the phone number

..... but the call keeps coming through, please help!
