i have a question about my cellphone?

i have a 2005 tmobile phone the kind they were giving out for hurricane katrina and for some reason the company can send me phone bills but i cant text anybody they say i have 140 whatever minutes and 0.8 dollars by the way the phone is a nokia can anybody tell me whats going on.
