I have a PS3 and Xbox 360 both with COD4. Can i transfer my rank from ps3 to xbox 360?

sorry i don't think you can. your info is saved on the hard drive of your console therefore there can be no crossover.
 
no there is no crossover.

Im afraid you have to go through it all again. none of the files are transferable.
the rank is not the big problem, play online on search and destroy, with 50points per kill, you'll rank up really quick if you are any good, but......
collecting all those headshots on all the weapons takes FOREVER :-(
