I have a outboard mercury vintage engine a 9.7 hp and have a carb question?

and im just learning about it. The carb has a screw on it that can be turned left or right. I guess this is some kind of adjustment screw. What does it do if I turn it right and what does it do if I turn it left. Also the engine will turn over but wont stay started.
