Based your question, you will be putting your item in the Japanese mail system. The address will not be to an FPO address. It must be to the military base that your are sending the item e.g.

Captain John Smith; Quarters 123-45; Marine Corps Base, Camp Fuji, JAPAN 734-0003. (If you can write Japanese - Write the city in Japanese kanji).

You can send it into the FPO address, but I don't know what century that the USPS would finally deliver it or how much more the postage would be! The Japanese postal system will deliver your package to the US Military Post Office on base who have proven to be very good about getting the package to its destination.
