I have a Lexus ES350-08, cant clean windows to save my life?

I have tried everything, even products with vinegar, when driving and i hit the sunlight, I almost cant see due to smears, had a similar problem back when Mitsubishi offered the 3000 GT I had.
Could it be some kind of fumes coming off dashboard, its both inside and out.
