I'm doing a CBA on polar bears. I've done a ton of research but I need a few things please.
1) Oil drilling is a big cause of polar bears dying because it gets into their food and the cause of oil spills and so on....
There is oil being drilled in the Arctic. How would they be stopped? By who? The government? Like if someone was to shut them down, HOW? And if they didn't follow the law then what would happen to them? Who would put this law into action? Who would pay for it?
2) Hunters. Who would stop them? Same kind of questions from above.
