i have a external wastegage on my turbo d16z6 ..i have no boost controller ,,how do i lift the boost?

i was told its controlled by the spring inside and i can ether go from a 66lb spring which gives me 7psi to a higher more stiffer spring also if i put a washer inside would it make it stiffer giving me more psi?
