I have a Dodge 89 Caravan. I snagged one of the wipers and now both only wiggle a bit...

...even after tightening? I tightened up the bolts and still both only move a little. The washer fluid still works.The wiper arms seemed to be permanently attached to the car. I couldn't see how to remove them even after flipping back the attached black plastic cap when I tightened the bolts. The wipers are nice and tight now but still just wiggle a few inches up and down on the windshield. I did not strip the bolts. I thought any wiper arm could be removed. Is this just a Dodge thing?
