I have a betta fish and im wondering if he has fin rot?

His tank mates tore his fins and now at the end of them its brown. Does he have fin rot?

Also can you treat fin rot with maroxy, seperatio from other fish, and clean water?
 
No its not fin rot, he's being ATTACKED! Seriously you answered your own question. Fin rot is caused by poor water conditions and bacteria. You have a seperate problem all together, you have fin nippers. Seperate the betta and get some Melafix.
