i have a bald spot on my arm...and there are bumps...why?

see i sorta have a hairy arm...>.<...and like i noticed that there's this bald spot...and you can see bumps on it...when you scratch on it the bump becomes white and stuff and it looks like goosebumps...but white...why do i have these?!?! wht are they!?!? do i have skin infection or something!?!? help...T^T
