I Have A All Aluminum Beach Cruiser Bike Frame. And i want to repaint it?

I Need Easy Steps On how to do it right. Do i need to sand the Bike Frame Completely off its previous color untill i see the aluminum?..
What type of Primer What type of paint ANd What type of Clear on would be best?... please help me thank you verry much HILGHLY aprreciated
