I have a 99 jeep cherokee sport i need to repair my exhaust?

its got california emissions setup wthh 2 cats one small one on downpipe if i were to replace the stock downpipe with one with no small cat on it along with new headers cat muffler and tailpipe whoud it cause me any problems as far as sensors or back pressure? and would doing this increase flow?
 
1) back pressure....i wouldnt worry about that.

#2) u would def fail ur emissions....bc of the check engine light( i heard that if u have dealer plates u dont need to take a emissions test)
