I have a 99 dodge ram 1500ext cab 4x4. it need a fuel pump.?

I am having trouble getting the nuts off the brakets that go around the fuel tank. Am I doing it wrong. How do I drop or lower the fuel tank, so that I can access the fuel pump? The brakets that hold the tank on are hard to remove the nuts will not break free. Am I dont it right?
