I have a 99 Buick LaSabre 3.8L engine. I suspect that the timing is off.

How do I know and what should it be? The car has 106, 000+ miles and the gas mileage has dropped from 32 mpg on the road to 26 mpg. Does this car have a timing chain or timing belt and how does one time the engine and what is the timing degrees for this engine? It recently had a tuneup but nothing has changed.
 
The GM 3.8 V6 has a timing chain.It's located behind the water pump and isn't easy to get to, unfortunately. They usually don't need replacement like timing belts do, though.

It's more likely something else is wrong. Maybe 0@ sensor or mass airflow sensor are going bad, or the plugs were gapped wrong.
