I have a 98' Dodge Ram 5.9L, the ac will not work.?

The AC on my 98' Dodge Ram 5.9L 4x4 does not work. During the summer of course the ac will blow out heat, because its broke, but during winter it blows out cold. I thought the ac takes heat from the engine to warm the car. Any ideas on what is wrong with it, and how to fix it?
