I have a 96 Dodge Dakota with no brakes. There is fluid in the master

cylinder, but no pedal, and no brakes.? The brake system has had a leak for a while, but as long as we kept the master cylinder full, we had good brakes. Any suggestions on what is wrong? Could it be the master cylinder even though there is fluid in it?
