i have a 95 Honda civic lx it has a 1.5 engine it bogs at 1500 rpmsand shots

upto 3000 when u give it more gas i have checked the on board diagnostic test and it reads a 14 which is a bad {IAC} which is idle air control not sure if this is the problem yet or not but if anyone has had any problems like this with there honda or any other car i would really appreciate it if you would help me out thanks.
