I have a '92 Honda Prelude Si-- Why dont my rear-tail-lights work?

When I have the exterior lights on, the front head/fog lights work fine, and the brake lights work when brake is depressed, rear back up light and blinkers work...... So why doesnt my tail lights work??? please help, i have already gotten a ticket for it.

*** Could it be a relay switch? where is the hub for relay switches in the engine?
*** Can't be the bulbs or fuse because the brake lights work fine.
