I Have A 87 Jeep Cherokee. Problem With Timing.?

The Timing Won't Line Up. It's Top Dead Center But It Won't Line Up. So Does That Mean I Could Have Something Wrong. Top Dead Center Is On The Compression Stroke Correct??
 
The compression stroke has most likely been damaged. You need to get that and the engine looked at.
