i have a 81 honda express and i want to ride it, what are the regulations.

PLEASE HELP!!!? my 1981 honda NA50 is the same as NC50 but the gas tank is under the seat. i live in a small town in TENNESSEE. the moped is 49cc. i have no title. do i have to get a title, register it, insurance? i am 14, will be 15 in febuary PLEASE HELP!!!
 
It's considered a moped.
It must be resistered - license plate.
Inspected - state inspection sticker.
No insurance required.
Operator must be of legal driving age, owning a permit or license to operate an automobile - drivers license.
