I have a 2k jeep grand cherokee, do i HAVE to replace the brakes if my rear axle...

...seals are leaking? My rear Axle seals (I believe based on the gunk inside of the drum wheel) are leaking. The dealer says i HAVE to replace my brakes also now. is that true???
