I have a 2003 Honda CRV with a semi-broken A/C?

This is the thing, the A/C works just fine if I'm driving or if it's below 100 degrees outside. But when it's over 100 degrees and I'm idiling, the A/C starts blowing out hot air. When I pop the hood when the air is hot, I find that it's because the cooling fans aren't running. But this only happens when it's over 100 degrees and at idle. If it's over 100 degrees and driving down the road, it works fine. Or if it's idle at 90 degrees, it works fine. I have checked the freon, and there is enough in there. I have tried opening the fuse box and tapping on the modules and that didn't help the fans to turn back on. The water temperature is fine. So for some reason, the signal to turn the fans on at high temperatures doesn't always work. Any ideas?
